I would like to give my utmost admiration and respect to Michael Baisden for addressing so many issues within our community and attempting motivate us to wake-up. I am writing because I have the same desire, commitment, and passion to empower us.
To provide a brief background, I owned a small business for nine years as a government Federal 8 (a) contractor under the Small Business Administration (SBA) in Washington, DC. The 8 (a) program is designed by the Federal government to set-aside government contracts for minority owned businesses. I would like to say, I grew-up in the 8 (a) contracting arena, I worked for six 8 (a) firms before starting my own management consulting business in 1996.
I had a head start with my business because I understood the game of obtaining 8 (a) contracts. The first year in business, I received my first million dollar contract, and at my peak in 2003, I had 15 million dollars in contract values. I had to close my business in 2005, due to a bad partnership and his conspiracy with two employees to file a frivolous lawsuit against the company. After paying out $100,000 in attorney fees and paying $100,000 to buy him out, the company could not sustain itself and I transferred 6 million dollars of my contracts to another 8 (a) firm. From that experience of not having the proper training of being a President and CEO, I am now committed and passionate about training minority own businesses on building infrastructure and understanding the key to accessing Federal Government Contracts and Grants.
In addition, as part of my former business service, we provided logistical support in setting up grant reviews for the Federal government, which gave me an insight of the Federal grant process and how the reviewers were awarding grants. I’ve also established a non-profit organization in 2000 in my father’s honor. The Herbert J. Watts Foundation is located in Asheville, NC and continues to be committed to providing scholarships to at-risk youth. To date we have awarded 8 scholarships.
Having the experience of setting up the grant reviews allowed me the opportunity to see that our community was not receiving our fair share of the Federal dollars. We have not been trained or prepared on how to respond properly to the grant proposals process.
Since I closed my business in 2005, I have been working with start-ups, non-profits and federal contractors on developing strategic plans to obtain grants and contracts. I am also a volunteer as a SCORE counselor under the SBA umbrella in Washington, DC. I am the first black female SCORE counselor for this office as well as the youngest, something is wrong with that picture, but that’s another issue within itself.
Henceforth, this is where my frustration begins, we are not capitalizing on the free resources available and many of SCORE’s clients consist of other ethnicities who understand the power of information and resources. SCORE currently have one or two counselors who understand the 8a program or the complete needs of running a small business. Many of the counselors are RETIRED EXECUTIVES and therefore cannot fully understand the pains of a small business. My SCORE client base has evolved because of their limitations. I am very humbled and appreciative of this opportunity because it has allowed me to get first hand information from the SBA’s main headquarters on small business regulations and resources that I can now take and share with my community.

My name is Brian Richardson. I have been teaching computer literacy for the last six years in Houston, Texas. When I first started, I was still getting curriculum together. (Since teaching computer concepts was still new, I had some leeway.) "What would be a cool thing to teach kids that would empower them for the rest of their lives?" I thought. I had just taken a small class on HTML at an adult learning center, and took to it like a duck to water.
